Securities and Exchange Commission (SEC) Chairperson and Chief Executive Officer (CEO) Francisco Ed. Lim was appointed by President Ferdinand R. Marcos Jr. on 3 June 2025. He also serves as Chair of the ASEAN Capital Markets Forum (ACMF), where the SEC Philippines leads regional efforts to advance market integration, sustainable finance, corporate governance, and stronger cross-border cooperation. A lawyer by profession, he brings over four decades of leadership in capital markets regulation, corporate governance, and legal reform.

He previously served as President and CEO of the Philippine Stock Exchange and held senior roles in affiliated market institutions, where he spearheaded initiatives to modernize market infrastructure, strengthen investor confidence, and advance key policy reforms, including the passage of five capital market laws. He also co-chaired the Capital Market Development Council and served as a Trustee of the Capital Market Development Foundation.

Before his appointment to the SEC, Chairperson Lim was elected President of the Management Association of the Philippines, the Financial Executives Institute of the Philippines, the Shareholders’ Association of the Philippines, and the Judicial Reform Initiatives, Inc.—championing investor protection, integrity, transparency, and inclusive participation in market development.

He was Senior Legal Counsel at ACCRA Law, specializing in securities and capital markets litigation, corporate rehabilitation, and trade regulation. He contributed to judicial reforms as Head of the Commercial Law Department of the Philippine Judicial Academy and through work on Supreme Court committees that crafted the rules on corporate rehabilitation, electronic evidence, and e-commerce. He also taught in the Ateneo Law School and the graduate school of the San Beda College of Law.

Chairman Lim graduated magna cum laude with a Bachelor of Philosophy from the University of Santo Tomas, earned his Bachelor of Laws from Ateneo de Manila University, and obtained his LL.M. from the University of Pennsylvania Law School. He is admitted to both the Philippine and New York Bars.

Atty. Javey Paul D. Francisco is a career public servant who has been with the Securities and Exchange Commission for over 20 years rising from the ranks starting out as SEC Securities Counsel in 2001, SEC Director in 2007, and SEC Commissioner in 2018 to present.

As Commissioner, he pushed for the implementation of the Digital Transformation and Technology Modernization Roadmap of the SEC ensuring effective use of digital innovation towards ease of doing business, promotion of the capital markets, and protection of the investing public.

Atty. Francisco currently supervises the Company Registration and Monitoring Department in-charge of the effective implementation of the company registration and monitoring system of the SEC. He also has supervision over the SEC’s Human Resource and Management Services Departments helping the agency achieve the Civil Service Commission Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Level III Accreditation and Investors in People Accreditation.

His professional career as a lawyer began with a stint at the Angara Abello Concepcion Regala and Cruz Law Offices (ACCRALaw) where he handled various corporate, labor, litigation as well as public interest cases. He first joined government service at the Office of the Ombudsman for Mindanao then the SEC.

Atty. Francisco is a product of the Ateneo de Davao University where he graduated with a degree in Philosophy and in Law. He subsequently earned a master’s degree in Management from the University of the Philippines. After completing the Executive Leadership Program of the Career Executive Service Board, he was granted Career Executive Service Eligibility in 2010.

His professional and civic affiliations include the Integrated Bar of the Philippines-Davao City Chapter and the National Union of Career Executive Service Officers or NUCESO. He was a director and treasurer of the Association of Regional Executives of National Agencies in Region XI (ARENA XI). He was also a former member of the board of trustees of the Ateneo de Davao University Alumni Association, a life member of the Mindanao Amateur Radio Association or MINDARA and is a Past Master of Datu Bago Masonic Lodge No. 197 of the Free and Accepted Masons of the Philippines.

Commissioner Karlo S. Bello is a lawyer with extensive experience in government affairs and public policy. He took his oath of office as commissioner of the Securities and Exchange Commission (SEC) on 27 August 2019.
Atty. Bello previously served as undersecretary for field operations and policy, planning and research at the Department of Agrarian Reform (DAR), the lead government agency ensuring the equitable distribution and cultivation of agricultural lands in the country.

At the DAR, Atty. Bello was designated as ex-officio member of the DAR Adjudication Board; chairperson of the Policy Review and Formulation Committee; vice-chairperson of the National Task Force on Land Inventory; vice-chairperson of the Technical Review Committee for the Project Beneficiaries Development/ Agrarian Reform Beneficiaries Development Support Program Monitoring and Evaluation System; and member of the Agrarian Law Implementation Rules Consolidation Team.

He was also the chairperson of the special team that represented the DAR in the InterAgency Task Force in the Formulation of the Implementing Rules and Regulations of Executive Order No. 75, Series of 2019, which directs the identification of lands owned by the government devoted to or suitable for agriculture for distribution to qualified beneficiaries.

In addition, he was designated as the department’s permanent and alternate representative to and as an action officer of the Task Force Bangon Marawi; chairperson of Task Force Agrarian Reform Boracay Island; vice-chairperson of Task Force Negros Oriental; and chairperson of the special task force constituted to address the Hacienda Nene incident in 2018.

Atty. Bello also served as councilor in Davao City for three terms from 2007 to 2016, becoming acting vice mayor and acting mayor in several occasions. As councilor, he was the president pro tempore and chairperson of the standing committees on Finance, Ways and Means and Appropriations, and Civil Political and Human Rights; and vice-chairperson of the committees on Youth and Sports, Labor and Employment Opportunities, City-owned Real Properties, Peace and Public Safety, and Ethics and Good Government.

Prior to joining the government, Atty. Bello engaged in private law practice. He is a founding partner at Tiongco Siao Bello & Associates, a full-service law firm based in Ortigas Center, Pasig City with branches in Cebu City and Davao City. He left the law firm following his appointment to the DAR.

Atty. Bello graduated from the University of the Philippines with a Bachelor of Arts in Political Science in 2000. He then earned a Juris Doctor degree from the Ateneo Law School in 2005. He would specialize in administrative law, after his admission to the Philippine Bar in 2007.

Atty. McJill Bryant T. Fernandez was appointed Commissioner of the Securities and Exchange Commission (SEC) on 08 March 2022. He currently serves as Supervising Commissioner of the Markets and Securities Regulation Department, the Information and Communications Technology Department, the Office of the General Counsel, the PhiliFintech Innovation Office, and the Market Research and Policy Development Office.

At the start of his SEC tenure, he supervised the Corporate Governance and Finance Department, the Financing and Lending Companies Department, and the Financial Management Department.

Through these offices, Commissioner Fernandez has steered initiatives to deepen and broaden access to the capital markets through innovation-friendly and market-enabling policies and regulations. These include streamlining capital-raising processes for equity and debt instruments; supporting time to market flexibility of shelf offerings; modernizing the Real Estate Investment Trust (REIT) and the Personal Equity and Retirement Account (PERA) frameworks; advancing Islamic and sustainable finance through the Sukuk and the regional pioneer Philippine Green Equity Guidelines; introducing Umbrella Funds to enhance the mutual funds framework; enabling responsible financial innovation through the SEC Strategic Sandbox; and the optimization of the SEC’s registration, reportorial, and payment systems.

He also led the development of the digital annotated 2015 Implementing Rules and Regulations of the Securities Regulation Code, which integrated related SEC circulars and guidelines in one publicly-accessible and practitioner-friendly document; and brought to completion the 2026 SEC Rules of Procedure, adopting modernized and expedited adjudicative and administrative proceedings across all offices of the SEC.

Beyond the Commission, he sits on the Inter-Agency Task Force on Sustainable Finance and the Financial Sector Forum. Apart from leading the legislative liaison unit of the Commission, he also contributed to the crafting of Republic Act No. 11594, or the Maharlika Investment Fund Act of 2023, and represented the SEC in supporting the passage of Republic Act No. 11214, or the Capital Markets Efficiency Promotion Act.

At the regional level, Commissioner Fernandez serves as Deputy to the Chair of the ASEAN Capital Markets Forum. He also chairs its Corporate Governance and Market Promotions Working Groups and co-chairs its Sustainable Finance Working Group. Relatedly, he serves as a principal member of the ASEAN Taxonomy Board, and representative to the ASEAN Working Committee on Capital Market Development.

He was elected Vice-Chair-cum-Rapporteur at the 40th and 41st sessions of the Intergovernmental Working Group of Experts on International Standards of Accounting and Reporting, a global platform for the promotion of sustainability-related disclosures for both private and public sectors.

Before joining the SEC, he was Deputy Executive Secretary for General Administration (DESGA) under the Office of the President (OP), where he articulated presidential policy directives through executive issuances; evaluated executive agreements and foreign borrowings; processed the establishment of special economic zones; and addressed governance concerns of national government agencies and state-owned enterprises.

In this capacity, he represented the OP and the Executive Secretary in oversight and interagency bodies, including the Development Budget Coordination Committee; the Fiscal Incentives Review Board under the Corporate Recovery and Tax Incentives for Enterprises (CREATE) Act; the National Economic and Development Authority Board – Investment Coordination Committee; the Public-Private Partnership Center Governing Board; and the Cabinet Clusters on Infrastructure, Economic Development, Climate Change Adaptation, Mitigation and Disaster Risk Reduction, and Human Development and Poverty Reduction.

He further served on the governing boards of government-owned and controlled corporations, such as the Laguna Lake Development Authority, the Development Academy of the Philippines, and the Philippine Center for Economic Development.

Prior to his DESGA appointment, Commissioner Fernandez served at the Office of the Deputy ES for Legal Affairs, where he handled government contracts, quasi-judicial cases, grants of executive clemency, and administrative disciplinary proceedings involving presidential appointees and local chief executives.

Commissioner Fernandez graduated cum laude from the University of the Philippines Manila with a degree in Political Science. He earned his law degree with second honors from the Ateneo de Manila University and was admitted to the Philippine Bar in 2009.

In 2022, he was conferred the Order of Lapu-Lapu, Rank of Magalong, a Presidential Order of Merit in recognition of his contributions and service to the country.

Commissioner Rogelio V. Quevedo was until recently the Government Corporate Counsel (GCC), the statutory legal counsel of all government-owned and controlled corporations, their subsidiaries, affiliates, and instrumentalities. As GCC, he has control and supervision over all the legal departments of almost a thousand corporations, like GSIS, SSS, LBP, DBP, PAGCOR, PCSO, MIAA, Cebu Airport, CAAP, MWSS, and LWUA, even water districts in all municipalities all over the country.

Prior to his stint with OGCC, Commissioner Quevedo has been with the faculty of the University of the Philippines (UP) College of Law since 1986, having served as Director of the Bar Review Institute and the Division of Continuing Legal Education now known as the Training and Convention Division. He has been teaching Civil Law and Commercial Law subjects, particularly Obligations and Contracts Negotiable Instruments and Corporation Law, where he still remains Chair of the Commercial Law Cluster.

After graduation, Professor Quevedo was with the Presidential Management Staff, Office of the President, and later as Chief of the Intelligence Division of the Commission on Immigration until February, 1986.

A graduate of the UP College of Law, he is a product of the UP Preparatory School and the UP School of Economics. He obtained his Master of Laws from Louisiana State University and Doctor of the Science of Jurisprudence (JSD) from Tulane University in New Orleans, Louisiana. He was among the bar topnotchers in the 1981 Bar Exams.

Commissioner Quevedo has been an IT law practitioner since 1983, and was Executive Head of the MANCOM of PLDT SMART and Senior Vice President of the International Business Division.

He was a member of the COMELEC Advisory Council from 2011 to 2017, as its IT expert. He is also a former President of the Philippine Information and Communications Technology Organization (PICTO) and currently the Treasurer of the Philippine Council for Foreign Relations, a private think tank group of retired diplomats, national security experts, and business leaders.
